FTZ offers 'green cards' for elite Chinese expats

The unnamed Chinese-American fills a form as he applies for a permanent residence permit in Shanghai Free Trade Zone.

A Chinese-American with a PhD degree applied for a permanent residence permit early this week at the immigration counter of a police office in Shanghai Free Trade Zone.

The man who is identified only as Wu is a biomedicine specialist and works at a company in the FTZ. He is the first Chinese expat in the zone to apply for a permanent residence permit, also called China's "green card."

Shanghai has made a new policy allowing Chinese with foreign nationalities and doctoral degrees to apply for the "Chinese green card" in the FTZ. The Ministry of Public Security endorsed the policy to support Shanghai's drive to become a global innovation center.
