Operation Basis

Regulations on Registration Administration of Customs Declaration Units by the Customs

Scope of Application

If the consignee and consignor of imported and exported goods that have handled the registration at Customs and obtained the registration certificate continue engaging in Customs declaration activities, it is required to replace the certificate.

Required Materials

Application for Registration (Replacement of Certificate, Change and Cancellation) of Consignee and Consignor of Imported and Exported Goods (download online);
Photocopy of the duplicate of the Business License for Legal Entity (for the individual proprietorship, partnership enterprises or individual industrial and commercial households, submit the photocopy of the Business License);
Photocopy of the Filing Form of Registration of Foreign Traders (except as otherwise specified by laws, administrative regulations or by the Ministry of Commerce);
Photocopy of the AoA (not required for the noncorporate legal person);
Photocopy of the duplicate of the Tax Registration Certificate;
Photocopy of the account opening certificate;
Photocopy of the duplicate of the Organizational Code Certificate; 
Registration of Information of Customs Declaration Units (download online);
Registration of Information of Corporate Managerial Staff (download online);
Registration of Information of Investors (download online);
Filing Form of Special Customs Declaration Seal of Customs Declaration Units (not required for those who are not declaring toCustoms)(download online);
Other documents and materials relating to the registration.

Application Process

The applicant may type the application information through the pre-typing organization or by logging on to the online corporate management platform of Customs via the Internet, and file an application to Customs in the place where the enterprise is registered (based on the industrial and commercial registration place). Meanwhile, relevant documents and materials shall be submitted to Customs where the registration is made, for the purpose of review;
Customs reviews the documents and materials as submitted by the applicant;
Customs handles the formalities for registration (replacement of certificate) of the consignee and consignor of imported and exported goods;
Customs verifies and issues the Certificate of Customs Declaration Registration of the Consignee and Consignor of Imported and Exported Goods of the Customs Bureau of the People’s Republic of China.
